My drywall guy always skim coats with joint compound to make a smooth surface. Then you can put on whatever you like.

Sue, I had the same issue with heavy texture. My house is 150 years old and the ptevious owner thought it would be easier to use heavy texture than proper repair techiquesto patch the cracked walls. First i took a heavy bristled brush to wash kikthe wall with tsp. I took joint compound and thinned it with water to a consistency of cake batter. I used a texture roller to apply this over the heavy texture. It knocked down the heavy texture and made it a lot smoother. After it dried I went over it again with the same compound and a large scrub brush that is a mate to the one I use on the bathroom floor. I brushed only one way from the ceiling to the floor. This gave me a texture that looks like grass cloth after I painted it. Be sure you apply the plaster in thin coats so it doesn't run and let the final textured wall dry thoroughly before painting it. It cost about $60 to do the entire laundry room. Of course it took 3 days and a lot of elbow grease but I am VERY happy with the final results
