If it's peeling, it may sand off pretty easily with a palm sander.

You must be speaking of vinyl instead of laminate? Laminate doesn’t really peel, it may come loose in a area but can be re glued with contact cement or sometimes you can use a heat gun or a hair dryer to heat up the laminate and glue and get it to stick again by taking a board and hammer and tapping hard on the board in the area that’s loose. If this stuff is paper thin then it’s not laminate.laminate should be around 1/32-1/16 thick and don’t bend very easily!

But if it is Lamont, lightly sand it and use a prmer and then paint.

FYI, you can also re laminate with new P-laminate right over the existing laminate too! There’s all kinds of colors and patterns to choose from with 3 different companies that make plastic laminate like Formica, Nevermar, and Wilsonart. May cost more than painting maybe? But certainly easier to maintain and keep clean then paint!

If it is already peeling, it will need to be removed entirely first before the new coat of paint it applied, otherwise, it will just continue to peel and flake off, and what you had spent on supplies will have been a waste of money.

First step is to peel the peeling laminate off. Then you can get started on painting. This should help https://cuckoo4design.com/2013/11/peeling-kitchen-cabinets.html
