Little bit of Downey and water in a spray bottle, spray on let it soak in the seems start pulling off, I had to use a plastic putty knife to scrap off
If it is vinyl, peel the outer layer off. Lay plastic on the floors. With a sponge floor mop, wet three rows of wallpaper. Go back and wet them again (and again...) until the paper pulls off. Resist the urge to pick or scrape. Keep wetting them until they peel off. In the end, this is the quickest and least messy way that I have found.
Get some DIF at hardware or Lowes. Spray it on let it sit a few minutes and peel off the paper.
The old fashioned method is still the best. A vinegar/ water solution put on wet and kept wet will de-bond the old glue. Scrape off with a putty knife. It's messy so put a drop cloth (plastic sheet) down
I like the DIF idea, but sometimes you can also save some elbow grease with a wallpaper steamer as well.
I am a steamer all the way. Score the walls till your arms want to fall off . . .
