That is why we removed popcorn ceiling. It is impossible to clean, it really dates the house, its very easy to remove.
Have you tried Wipes (Clorox, Ly Sol etc.) or Erasers like Mr Clean?
I'll agree the popcorn should go, but there could be lots of reasons why you can't do that right now. So try to just make it a bit better. It's probably the discoloration you don't like. Try using a good stain-blocking primer like KILZ. It will be too white, no matter what shade your ceilings are. So you'll follow up the procedure with a matte or flat paint that matches the ceiling's general color. when you apply it, use a small paintbrush and cut half the bristle length off. Dip the brush in the paint then wipe most of the paint off the bristles. Dab at the stain, keeping the brush at a right angle to the ceiling. You don't want complete coverage with any single stroke, but you can go back over it. Stop frequently and stand back to judge your work. You want it to blend in, so go lightly. you can always add more, but the more you put on, the more likely it will just get worse.
If it is dust you are trying to remove from the popcorn ceiling, you can buy a round brush that has a telescoping handle. They are long to begin with, and they telescope pretty far. I use it on my 12' ceilings. I usually cover it with a cloth, but with your ceiling, I would use it uncovered. The brush is soft and should not cause any flaking from the ceiling. These really are not very expensive. I think I found mine at a Wal-Mart. You may want to look online to get an idea of what they look like before going to a store. I hope this will work for you.

You can tell the difference between that one in the kitchen in the living cause the kitchen one is dark gray to blackish where the others you can see it’s just dust. We live on the 2nd floor, the attic is where the fur nice is. That heats the 2nd & 3rd floors. Thank you all again
