You can redo the walls and cabinets with primer and paint. Even if your walls are vinyl covered panels. There is a paint for every surface. It really depends on your budget and the condition of the room. Paint is the easiest and cheapest route for a DIY. There are some very good vinyl sheets that are heavier than Contac Paper if you wanted to go that route.
Looks decent to me. I would add trim to the cabinets and repaint them, change the curtain, get new flooring and paint the walls. I think it would clean up nice for not a lot of money and a bit of elbow grease. Well worth the investment.

Then wash the walls down with tsp, repair any holes with dap, prime and paint. You might consider painting and adding new hardware to your cupboards too. If you want there are paint kits so you can paint an old laminate counter top. The results can look like granite or mable.
Some really effective frugal updates--Brighter, lighter curtains--try a cafe curtain. Replacing or painting the hardware is an easy update, get some of those wood trim pieces from a home improvement or craft store and attach to the cupboards or use picture frames to create depth and trim; then just repaint. You could even remove a couple cupboard doors and replace with glass fronts (add lace to the edges of the inside shelves for a great look). Add some nice large jars, cannisters, or baskets for storage on the counter-tops. Make a "garage" for counter-top appliances to match the cupboards. Add some nice small framed artwork as "backsplash" or a plate display. All this could be done for very little money and no big construction!

It depends on your budget. You can go from a complete tear-out to just painting the cabinets and hanging new curtains.

First things first -get rid of whatever is clutter to you ,the curtain pattern to big take it down . Nothing like a good clean and
paint ! Plan...colors etc get new flooring ! If you can new cabinets or maybe reface ?
