Dig it out. Or pour boiling water on it. Or if nothing around it is worth keeping, spray with vinegar.

Keep Pulling it out when you see it....
get a garden fork under it and gently lift it out. time-consuming but you dont want to be breakingthe roots and spreading it everywhere. its one of those that regenerates from every bit of snapped root.
