Re-pot in fresh soil and spray the entire tree with neem oil
Mixture of water, dawn & peroxide. I had them on my lemon tree & it got rid of them and my tree is growing beautifully.
Spray with 40 parts water to one part dish liquid all over the leaves, especially underneath. Leave on for about 15 minutes and then rinse off. Best to do this in a shower so that you can spray everything off again.
