Cut them back hard, leave maybe a foot, before they leaf out in the spring. Weed well, fertilize, and then water often. Roses are thirsty.
Weed. Cut back the roses to about 2 foot. Work the soil up in between the bushes. Fed the bushes with a good plant food made specially for roses. Water often, but try to avoid the leaves.

I would also add some composted manure, and a little fresh top soil.
