I’d like to use less eight and more height, like layered gardening. Also ideas on what to use to keep birds from eating and pecking at veggies.

Omigosh, the possibilities are endless. Raised beds, planters, vertical pallet gardens, planters hung on the fence or exterior walls, etc etc etc. As for the birds, you could hang old CD's or DVD's in your garden or shiny foiled tape. Birds don't like shiny objects. If that doesn't work, you could rig up a covering using netting and a bunch of PVC pipe, rebar or poles, but IMO that's too much work and doesn't look as pretty.
