I would check with your local paint store for suggestions...there is a paint at Home Depot specifically formulated for laminate. You could also use either chalk paint or fusion paint sealed with polycrylic for durability
I would go with chalk paint. It's really good at adhering to most surfaces
Chalk paint requires little or no prep on laminate. I did my kitchen laminate cupboards. I used chalk paint but it took a lot of coats and was kind of expensive. I write in my blog post that I probably would go with a primer like Kilz and then semi-gloss paint over that. It's all labor intensive but a really inexpensive fix for ugly laminate cupboards.
