Try slathering ketchup on the brass. Try a small area first. If that doesn't work then it's not tarnish but patina. Similar to bronze statuary.

I HIGHLY recommend Maas Metal Cleaner. It does amazing things for a variety of metals, not the least of which is silver. I've used it on brass and love the results.
