It would take effort but be effective for a long time: put weed blocking fabric under the blocks.
Exactly what Fix It Jen says. Landscape ( weed block) fabric under the blocks and stone.
Lift outside row of blocks . Take up grass or kill off or cover it with membrane. Re-install blocks on outside of grassed area and fill in with Gravel or more blocks.

Pavers are a pain to take up and then put back down. Have you considered taking up the edging to your plant bed, digging out the grass between the pavers and where the edging was and then put the edging back up next to the pavers? I think extending the plant bed would be the easier solution. Of course, it would be a good idea to put in landscape fabric before the reinstall. As for grass growing between your pavers, spray the cracks with vinegar on a hot day - not a permanent solution but applying it every month or so shouldn't take but 10 minutes.
