Have you tried CLR, calcium, lime, rust remover?
I had this problem with my cement porch. I cleaned it well with soap and water. Then wet it well water then pour a large amount of cat litter on the stain and dampen it. Let it dry at least 1 or 2 days. Clean off the liter of the stain is still there do it again it may take a few tries
Call your local nursery, that sells stone. "Pavers, brick, cinder blocks, etc". Ask them how to get the rust out. You might be able to use powerwashing
Simple answer is to pop a can of Coke (MUST be Coke brand) and pour on the rust spot. Rinse with off withwater. If that doesn't work then the best product I have found is called "Iron Out". Comes as a spray or a powder. Try the spray first...not when the sun is hitting the pavement as it will dry the spray too quickly. Have your garden hose at the ready....spray the rust spots and you should see it start to dissolve. After a couple minutes rinse liberally with the hose. Iron out is strong so you don't want to spray it and walk away ....
Try a spray of clorox and a bit of water. I used this to clean off an old cement-type tombstone. I sealed it, but doube that is necessary. At times rebar shows a rust streak . This type takes repeats, bah!
