As for laminates, clean the cabinets first. Then paint with a primer. Sand lightly following the primer. Then apply topcoat. Get professional help at the paint store for choosing the right products. With veneer, you'll have to strip and sand first, being careful when sanding because veneer is very thin. Use a gentle stripper - again, ask professional for advice on choosing this.
Painting laminate or veneer is easier than ever these days. After thorough cleaning but no sanding, I used a KILZ bonding primer for glossy surfaces followed by acrylic paint, applying each with a sponge roller, followed by 2 coats of semi-gloss polyurethane. I had good results. You can also use chalk paint (Annie Sloan has a video on-line) and Cabinet Rescue offers a Melamine Laminate Finish Paint that does not require priming. Good Luck!
