Use a spray paint meant for plastic by Rustoleum or Krylon and Make sure you seal it with a clear UV protectant

Yes, scuffing/sanding the surface first will help the paint adhere much better. Are you using paint that says it is to be used on plastic? I have painted plastic with Rustoleum brand paint made to paint plastic and it has lasted for years! I did spray lightly, probably three coats after sanding lightly. Good Luck!
Use primer. Sanding lightly before the primer will help.
