Best plants to plant in a front walkway

The walkway is curved shaded area (PA). Flowers or plants need to be 2-4 inches in height. Would Perfer perennial. Flower bed is 3 ft wide and 6ft long.
Any suggestions?

I like Moss Roses for a really low plant. Be sure to check how wide they spread so that you and your guests aren't dodging them as they walk up to the house. Plant them far enough from the walkway so they can spread without trouble. PS They are not moss and not roses, more like a succulent with pretty flowers.
Why so short? Not many plants to choose from that will stay at 2-4 inches and flower. It will take an awful lot of plants to cover that much area with plants that stay that short. Could you plant bigger in the back and shorter by the walkway?
