Make a paste out of baking soda and bleach. If this doesn't work try Bar Keeper's Friend.
I would also try a Magic Eraser!
Easy Off No Fume Oven Cleaner in the BLUE can. Spray it on and let it liquefy. May need some scrubbing. Wear rubber gloves. Rinse well. Works on enamel, porcelain, and fiberglass.
Not sure what oatmeal stains are, but try a copper scrubber, then rinse well. Be fairly light on the scrubbing...
