Not sure why you want to do what you are thinking. Grass is much easier to take care of then a barren yard with gravel, which, will track into your home.

First have utility companies mark where and if anything is under that ground also be careful if you have a septic tank or anything that you are aware of,then you will have to either rent a machine that you use to basically turn your grass into sod. It cuts underneath it so that you can roll it up and dispose of it. Or hire some one yo dovit. Once you get all the grass out then proceed. I'm not sure but I imagine that a nice level area is important so level it off and continue to check the level also if it is by the home that you well have gravel and pathway then you will need to grade it which will involve a slight slant away from home. Anyway then tamp down soil add some sand and level off some pea gravel and those nice big outcroppings of rock and whatever you desire. You just want to make sure that you don't have dips do that no one falls on your property and that you don't cover bottom of ground because the water needs to seep down,no one want standing water. If Palm Desert doesn't get much rain then I totally get why you would prefer to do this as well as conserve water and this way you don't have to mow just water the plants you put in and you are done. If it gets really hot their then make sure you only purchase plantings that are native to that area so that you can have a successful garden and you aren't throwing money away. Good luck.

Rent a sod cutter and remove the grass as far down as it will go. Put down a grass killing herbicide if you want to be sure there is no grass coming up. Otherwise put down cardboard for a couple of weeks to kill grass. Then put down high quality weed blocker. Cut the smallest hole possible to put in your plants and also put additional weed block around them. Put in your rock pavers sand etc. Make sure it is very thick. Seeds will still germinate in the rocks. Warm salt water or vinegar will kill them if you don't get them in time to stop them from going through the weed block from above.
