You need to plant in the fall and use an open grass mat, cut tall in the spring with a sharp mower blade, continue cutting tall through out the growing season. You could sod or have it sodded.

You need to add some good garden mulch to the surface of the grass to hold the moisture. It is drying due to the slope and so it will die off. Build up the surface with the mulch and if you can afford it, some more black earth. Rake it over the surface and if necessary do this until you get the required look. Also water occasionally, but not in the sun.

My backyard slopes at the upper end so I feel your pain. I'm thinking about English lavender for a ground cover. I've tried so many variations of grass, and they just don't thrive on that slope.
