you could put white pepper around the plants,one lick of it and they will stay away.
You could spray them with a hot pepper/garlic spray.

Most dogs actually like garlic, at least all of the dogs I have had have loved it. I would spray with hot sauce poured into a bottle with no dilution. If they don't bother the leaves, just try to dig, spray the soil in the pots and maybe a little over the edge of the pot. Cayenne pepper powder on the soil if they sniff at it should work also. Just making a few suggestions, my dogs don't bother plants, other than to trample my hostas when they are chasing each other around.
