Do yourself a favor and don't. When I purchased my home 40+ yrs. ago, I did not know previous owner had painted over wallpaper in the powder rm. I had to paint over their paint until I could afford to pay a professional wallpaper person to remove the 2-3 layers of paper. What a mess.

I would vote on removing the wallpaper before painting over it.

I wouldn't. Moisture from paint may loosen the wallpaper and leave you with a peeling mess

I agree. Remove the wallpaper. You will save yourself a lot of regret.

If the wallpaper was put on a wall, without the wall being prepped, you may have no choice. We have had that issue. If we try to remove the wallpaper, we would have to replace the sheetrock, as it tears the covering off of the sheetrock.

Yes, but don't! When I bought my house I didn't realize the previous owners painted over wallpaper in most of the house. Eventually the seams will be visible and removing the wallpaper with paint on top makes it a million times harder to remove. Don't let in to temptation. Bite the bullet and remove it now, when it's much easier.

You can. Here are the rules: the wallpaper has to be solid with no loose pieces, edges or seams. You can reglue if needed. You must use an oil based primer. Yes, I understand it stinks and clean up is harder BUT it seals out the moisture from the paint. Make sure you get a good even coat and don’t miss edges or seams. You can paint over it with any kind of paint. It’s just the primer that has to be oil based. I have done this and even put up wallpaper liner and primed when I did a wall finish that would be a problem later. For example, tissue paper, embossed finishes, and even for murals when the background color was something very dark.
