Why doesn’t my forsythia bush fully bloom?

I have a small forsythia bush that’s about 4 years old. In the spring we get about 10 buds and that’s it. Please help icon

You may be trimming it too much. Trim once just after blooming. Then no more trimming. It only blooms on new growth. Cut a few canes out from the middle, to about 6 inches, let these grow, without trimming.
