There are primers to use first, and ANY paint on wallpaper would benefit... I'd take a patch of the paper to a paint store so they can fully advise.
(Not HD or Lowes... the paint stores know a bit more, and sell to the Pros.)
Remove the wallpaper first. Score score score and then steam, steam, steam.

It is a lot of work, but you will achieve the much more professional end result.
Yep you can, I have done it, only thing is the walls would have to be good, no rips in it, if it’s embossed, the pattern will still show. This is ok for a quick fix / quick chance of colour in your room, if long term I would strip the paper fill holes ect, to get wall smooth then paint. If too many issues with original walls then I would line them with a heavy duty lining paper, let it really dry then paint in choice of colour.
I would remove paper. From experience, my mother painted over my bedroom wallpaper when I was a kid. The walls looked fine with paper but with paint you could see that the old walls were not smooth, every bump showed, every wrinkle, every seam. The paper was one of several layers over the past 100 years. I wouldn't paint over my current dining rm paper either, seams are loose in places.
Always better to remove the wallpaper. Always the chance of moisture from primer.paint can bubble or peel the paper. Also it would be harder to remove in the future with paint acting as a sealer.
My first house had wallpaper everywhere and I took the quick way out and painted all over it. What happened after a few years: the wallpaper started peeling up in the corners and on the seams, it looked horrible. So, save your self some time and money and do it right to begin with. I painted, removed the wallpaper anyways and had to repaint.

Use an Emulsion Paint for walls Matt or Silk finish. Be careful not to over wet it as it might loosen the paste.
Hi! You definitely can, but you should be mindful of seems. If they're not perfect you might want to close any gaps with a very thin line of paintable caulk. Also, if your wallpaper is textured that will persist through the paint!

Make sure the paper is well-glued on all the walls---if paper is loose or lifting in places, forget painting it and remove the wallpaper. If all is well with adhesion, then check that all the seams are flush with no edges lifted. If edges stick up, use a dab of glue and press hard to seal edges down. Wipe off walls to remove dust if necessary. Paint with a premium paint---one that is not watery. The thicker paint offers better coverage which is helpful when wallpaper is dark and/or printed. I've painted lots of papered walls (several in bathrooms) and never had issues. Good luck!
