whatever seems to suit the space. I love the ones that crumple on the bottom of the floor..but with 4 dogs? NO WAY !! I actually have only cool valances and mini blinds. I use Artscape Window films for privacy on the bottom.
I think it depends on what room. My living room and bedroom have curtains all the way to the floor, even though the windows are not. In my Kitchen I have shorter, just to the bottom of the sill. But it all depends on what makes you happy.
I have had drapes hung this way in the past. Now I have them floor to ceiling. But NOT on the floor. Hate that look.
