Resurfacing ext. steps and platform

How do I make sure that if I were to resurface ext. front concrete steps in New England even with chicken wire it will not crack in our cold weather? Are there new products out there?? I see on line everyone stamping concrete on existing concrete but I find this hard to believe!! This is something that gets tons of snow, salt, rain & will be walk on too which is an issue.
