Can I paint my popcorn ceiling?

instead of re-priming, you might want to try liquid sander. Then just repaint over the satin.

It is always best to sand. Otherwise the new paint will flake off. Liquid sanding is not as good as a sander.
Just sand it down to give the primer a good chance to adhere.
