Elizabeth is right. Try looking up planting time on the Farmers' Almanac.com. This is a good site or just Bing it or Google it. Use the same question you used here. Hope this helps.
Now (March 9) through May. Make sure there is no prediction of freezing weather, icy weather, or frost. But if the ground is still frozen, wait. ☺️
First, find out what area you are in. Warmer states can plant earlier. I'd check with a local nursery who would best know.
Since you live in CA, you should be able to plant now. I would recommend waiting a week.

Right after the last frost. You can check the farmer's almanac to get those dates then track your weather to match it up.
