You can purchase contact paper that is not adhesive but "clings" all by itself in many patterns with lace being one of them---
If you have a wooden frame around the glass hang a lace panel with a rod at top and bottom attached to the frame. You could do the same with metal but harder and you need advice on attaching.
You could use a window film, a lot less expensive.

I don't think adhesive is the right tool for this job. You could use window clings instead. Take them off easily to clean window. They come in all sorts of colors, shapes and sizes. I hope this info helps you.
Have you thought of the vinal stuff it stays on a damp window . I have it on my windows
