If it is past the freeze season for your area, do it.
Roses are extremely sensitive when it comes to transplanting, and if they are not handled correctly during the process, they will go into shock. The best time to transplant a rosebush is in early spring while it is still dormant.

Spring is a good time to move roses.
I move my roses in the early spring and early fall.
