There are sprays that will waterproof fabrics for outdoor use but if your chairs are in the sun much at all the sprays break down fairly quickly and you'll need to respray fairly regularly. The more permanent solution is to mix Mineral Oil and Boiled Linseed Oil in equal parts and paint it onto your fabric. Remember to saturate the fabric well with this solution. Then let your chairs dry well before use. Normally a few days.

If you do use Scotchguard, apply a coat, let it dry an hour, repeat at least two more times, make sure the folds get coated and there are no gaps, and let the chairs cure at overnight before you use them. Best wishes ☺️
