it is unusual not to have a turn off under the sink, or somewhere outside the house. If you live in a condo, maybe there is someone you can ask where the water turn off is. As a last resort, find your water meter, it can be turned off there., but you may need a special tool, ask at your local hardware store. They are usually full of good advise.
I suppose my first question going to be why you can’t shut off your water? There isn’t a shut off valve on your plumbing to the faucet? It’s rare but I have ran into that on occasion! If this is your situation then your only other choice is to shut off the water at your meter outside where the water man reads how much water you use every month! There’s a special tool usually used for this, but in some water boxes there’s enough room to get a creasent wrench into the box to turn the water off. It you have a well, then just shut the well off is there’s no shut off anywhere else? One way or another the water had to be turned off when the faucet was installed, so there’s got to be a way to stop your water flow? After you figure it out, might want to turn off your hot water tank too! Then open other faucets in other sinks and/or bath tub or shower that will drip first before it gets to the faucet your working on! Being sometimes even when water is shut off they will still drip a little water thru your system! Then you should be able to replace or repair your faucet. But while you have your faucet being repaired or replaced this also be a excellent time to add a water shut off under your sink on your hot and cold pipe so it will be much easier next time you need to shut off the water at your sink without having to shut off the water to your whole house! Whether you have 5/8-3/4 plumbing pipes, copper, or even plastic water pipes like manufactured homes often have! There are shut off valves you can buy at most any home improvement center like Home Depot or Lowe’s or you can go to a regular plumbing facility for parts too! But probably cost more? Reguardless, outing on shut off valves will save you a whole lot of head aches when you need to repair a faucet in the future! Good luck!

There is always a valve under the sink called the Angle Stop,
shut it off there. If that valve is frozen (won't close easily by
hand) DO NOT FORCE IT, the stems can break.
Shut it off at the meter.
