I built in the door way to the basement that came in from out side and filled with mortar and cinderblock, if I drill into the to hang a shelf with it affect the integrity at all?

The answer to your question somewhat depends on the size of the hole.
You can drill into concrete and use a lag shield, use Tapcon screws, or use a powder actuated tool to attach things to concrete block. I cannot speak for the integrity of your addition.
