I would not suggest "painting"a sealant on a porous rug, the chemical would bleed through onto the top side of your rug.
Try a sold Carpet Pad/Liner sold almost everywhere. Eg: Home Depot, Lowes, Walmart, Amazon, Bed Bath & Beyond, etc. *Make sure is not a porous pad/liner, you need a solid one to prevent anything reaching your floor.

The non-skid pad could be secured to the rug with a spray glue... and that should coat the old backing will enough that it would quit flaking off... Make sure the glue is washable... I think the Aleene's makes one
I have used muslin cloth and hot glued it to the bottom of rugs. Then put a few blobs of clear caulk around the perimeter every 6" smashed it down with aluminum foil to prevent the rug from moving. Ant solid cloth would work.
