I would use a brush if you can't remove them. Try to get some craft paper behind them and around each one and tape it in place to not get the paint on your siding.

I recommend using an HVLP. You can buy an inexpensive setup at harbor freight. You will spend more time taping off the area, but the finish will be beautiful and get in to all the nooks and crannies

Spray painting. Block walls around them with old newspaper. It doesn't matter if the paint gets behind them

As long as you tack and tape drop cloths to protect the bricks, you can spray paint. No drop cloths? Clean, sand, paint, using stiff cardboard to keep your brush away from the bricks. Use outdoor trim paint that is self sealing, and keep at least a quart of the paint, labeled, for touch ups, and matching if you need more. Best wishes ☺️

I just had mine professionally painted and they used a brush. The shutters are aluminum and fixed to the Roman brick front of the house.
