My in-laws used to live in San Marcos, CA. My father-in-law had beautiful roses out in front. In the back (facing west) they always grew tomatoes and herbs. The lady next door grew the most beautiful proteas and always sent us home with some. Here are a few links with options for you.

I’m sure you know about using fencing to block the view of the underside of the mobile home. People know what house you live in. It is not necessary to try to disguise the underpinning. But you can landscape to enhance the edges.
Tall shrubs are an obvious choice. They look good against any color and type of underpinning. You can plant a row, alternate tall and short shrubs, or use the tall shrubs only at the ends like on each side of a porch or steps, plus at the front corners of the mobile home, and at the corners of the end facing the street. Many shrubs are evergreen, so you would have color year around.
Other than that, you can use large rocks, a row of pea gravel with a brick edging, colored mulch around the shrubs, a whole vegetable container garden, a flower bed, a yard swing and chair with an outdoor table, a picnic table and benches, a row of yard art. And more!

I found that when it rained, the water bounced off the ground around my mobile home and even grass wouldn't grow. So, I laid down plastic about 12-15 inches wide all the way around the edge of the mobile home. Then I covered it with tiny pea-gravel (white). It gave a really clean appearance.
Then I picked plants (Elephant Ears, Mums, Iris, Mint, Peonies) and made a small hole in the plastic where I wanted the plants and planted them. The water would run from the plastic into the area where the plant was.
The house stays clean, the edge of the underpinning is hidden, the plants are pretty, and then in the fall when the plants go dormant, and I can rake off any leaves that fall on the gravel and sit my Fall, Halloween, and Christmas Decorations out in gravel.
