You didn't mention what state/climate you live in, so it's hard to answer.
If you live in the south, it might be Spanish Moss, but Spanish Moss is more of a grey-green color, and hangs down.

Thanks Helen, Spanish Moss is prevalent in LA. More than likely it's what you have. It's easy to pull off if you can manage a ladder. A long handled rake will easily get the lower areas. As the moss grows, it will smother your tree.
It appears like moss. It shouldn't hurt to pull it off with a rake and a ladder.
