How to clean my browning shutters?

I have white interior plantation shutters. They came with the home. The side of the louvers that face the sun have begun to brown (very ugly). Is there a way to restore them or will I have to buy more?

Take them down and paint them
Try cleaning with vinegar/water solution first. Next I would try lightly sanding them with a fine grit. If all else fails, repaint them with thinned white paint (so you can put a couple of coats on without so much running).
Take them down, spray paint them and put them back up : )
