Using concrete blocks to frame out your raised garden works well and you can raise it to the height you want.

I have actually done this. After years of losing my raised wooden beds down stream after flooding I finally built 4 raised beds using cinder block. Worked great! Dont forget to plant the holes with colorful annuals! Good Luck!
