Kbitzan, do you really want to do this? In your region with all of the changes in temps you stand a really good chance of breakage. I live in Region 6 (NJ) which is a bit milder and lost a concrete birdbath due to cracks from change in temps. Glass plates and tea cups are certainly subject to temperature change damage - I'd bring them inside during the coldest months.
GE Silicone II adhesive works for me. I leave everything outside during the winter. It adjusts to temp change better in my area ~ zone 9
