okay...rain will raise the humidity and the moist air will cause condensation to happen on cooler surfaces. Basements are generally cooler..this isn’t a ground water thing...it’s a natural event.....find a dehumidifier that you can attatch a water hose to and run the hose to the drain. Some have a humidistat...set that to a dryer setting. Mine runs all summer with Iowa’s 80 -90 percent humidity, and at 90 degrees F.
if this was water intrusion....your basement would have standing water on the floor...or a wet streak on a wall.
I would paint the exterior portion with one of the rubberized coatings, and you may need a French Drain to lead water away from your foundation.
