Looking for ideas to fill the bottom of garden boxes

Can you give me ideas to fill the bottom of garden boxes with less expensive soil? also the best way to starts the plants. I live in Orlando Fl. Currently my starter box in 8'x4' long and 17 inches high. Next time I want to go smaller.

Make drain holes. Then use Polystyrene or old pots or Gravel etc. Then Soil.
Put a layer of empty water bottles on the bottom, then cover with burlap to keep most of the dirt on top.
Use "peanut" sytrofoam packing. It is light weigh and allows drainage.
Break up pieces of Styrofoam packing , or use packing peanuts. Just make sure they are not the ones made form cornstarch which are biodegradable.
Purchase the regular soil with no fertilizer in it, add a couple of bags of mature cow or sheep manure, compost if you have any, a bag a bag of peat moss and mix it up well. You can use up newspaper and cardboard in the bottom before adding the soil, etc.
