It's a small side table. Probably for outdoors.

I purchased two similar from a friend of mine that was moving. She just purchased pretty square stepping stones that were the approximate size and glued to top after cleaning. Looks really nice and worked great!

The top appears to be tile. Try cleaning in with baking soda and water, using the baking soda as your scrubbing agent. If that does not completely clean it, I would try something like Scrubbing Bubbles, which is a bathroom cleaner. It would make a cute patio table or even a plant stand.

Agree with the first two responses either would be good. When I look at it i see a double plant stand replacining top with a pot that size and smaller one in the bottom.

Check with your heardware store, but I’ve heard boric acid for cleans that type of tile

i used one inch, meshed back, ceremic tile and five inch ceremic tile, which I broke. Laid out a pattern, pasted it down and grouted it. Easy to do and everybody loves it. (Picture below).

I'm thinking the top might be travertine tile or some other soft stone that has started to dissolve from exposure to the elements. I've seen these with new tile as some have suggested and they look great! I also recommend getting a rust converter for the legs. You can stabilize the metal and keep it rustic with just a clear coat after the converter or paint it a color.
