Hang/attache a "shelf" on the back of the door.
I have a plastic TP tower that fits in the corner behind the toilet. It came as a simple white plastic container, but can be painted to match other decor.
Search online for storage solutions. Add a shelf. Add a cabinet over the toilet. Use a basket. Use a cute bucket. Use a small crate. Hang a wire basket on the wall. Put in a 2-roll holder.

I have a spare toilet paper holder sitting on the tank(s) I put fresh rolls out when entertaining - even a basket will do. I buy in bulk at Costco or Sam's Club - significantly less expensive than grocery store prices.
I simply use a waste can with a top. It is just big enough to hold two rolls and sits next to the toilet.
I use a wicker basket in my half bath with no storage
