I have a concrete angel, and every spring I wash her down, and then spray her with Wet it and Forget it. She's not painted. Try spraying some Super Clean on them. Can be purchased at Walmart or any auto parts store. Just spray it on and wait a few minutes until you se the dirt coming off then rinse really well. After, just spray a coat of flat sealer on it, should be easier to clean next time.
