I have a concrete angel, and every spring I wash her down, and then spray her with Wet it and Forget it. She's not painted. If you are asking about refreshing the paint after cleaning one, I would only use paints that are intended for that type of material and outdoors. Only use a soft bristle brush if you have to scrub, so you aren't removing the material.
If they have been painted you can clean them up then repaint. If there is not paint clean then with a mild Detergent and water
Try spraying some Super Clean on them. Can be purchased at Walmart or any auto parts store. Just spray it on and wait a few minutes until you se the dirt coming off then rinse really well. After, just spray a coat of flat sealer on it, should be easier to clean next time.
To give them a new look, spray paint them with white chalk paint then seal them with clear laquer.
