make a mixture of white vinegar and water add a dab of blue dawn dish sopa and a dab of jet dry
Try ammonia water wash and vinegar water rinse and dry with a lint free soft cloth, see if that helps, windows seem to sparkle when that is used.
Is this literally a plastic film? You’ve obviously tried cleaning as in Windex. Maybe you need a compound that is used for trucks and heavy-travel cars. Or is this double-pane windows with a film between the panes?
Windex or ammonia and wadded up newspaper ( black and white) should do it.

Personally, I like cleaning my windows and mirrors with vinegar and newspapers. My husband and son don’t like the smell but it dissipates pretty quickly.
Try a vinegar with water solution and newspapers to scrub the film and dry with clean paper towels
