I need an attractive plan that doesn't create issues for my old home. What is the best way to re direct rain water, minimize weed maintenance and control insects around the perimeter of a very old house?

As far as redirecting rain water, you could check out some of these ideas.
As for weed maintenance, first plant any shrubs (I prefer a combination of evergreen and flowering), put down one of those weed control covers, then plant flowers, then cover with a cedar mulch. The cedar mulch should help a little. Talk to your local nursery to find the plants that will work best for your area. When creating your garden, be sure to build it up and slope it away from the house.

One solution for directing rain water is to attach a piece of clear plastic screening, such as used to replace screens on windows. Attach this to the spot where the rain water is most apt to come down from, and stretch this down to the ground to a spot you want the rain water to go to. The nylon netting will serve as a "guide" to the spot you want it to go to, and not directly down underneath it.

Ty, never would have thought of this. Sounds easy.
