When to stencil, when to transfer and when to decoupage?

I'm just getting started and have found some wonderful DIY videos on Youtube of stenciling, decoupage and transferring and I was just wondering how you decide which method or medium to use. Does it depend on the material, the surface? Wood vs. plastic, metal or concrete...rough vs smooth surface? Or is it just a matter of preference and what look you're going for?
