How to refurbish an antique potato storage cabinet?

It is rusted on the bottom and don't know the first thing about refurbishing it. Any ideas would be more than welcomed. Thanks in advance.

lightly sand the rust off or use a rust remover, apply a primer for metal,allow to dry, paint and seal
