If you can't dig the up far enough down for roots to be able to grow the way they should, I would go with raised beds or pots.

Nancy is right sounds like you are a very good candidate for raised beds.

Hello, Although you are not creating a rock garden, I imagine flowers that grow well with little soil or moisture would do well in your rocky soil. Although the link I’ve included is for Zone 5, you can look up your zone on the USDA Plant Hardiness Zone map to see what Zone your city and state fall in. Good luck!

Try planting in pots. Just check them daily to see if they need water.

You need a composter to create the perfect soil and to keep adding to the rocky stuff, in the meantime have a load of topsoil brought in, start fresh.

Try container gardening. Flowers grow well in containers. Perhaps holes in the bottom would help with drainage. Improvise with old barrels, tubs, pots, etc. Recycle! Would look great! Paint, stain, stencil them...anything goes!
