Check the code with your city too. They can be strict.

First of all, the VA should cover this. That said, the disability act states 1 inch : 1 foot. So, if your lower area is 2 inches below the higher area, the ramp needs to be 2 feet long. Likewise, if it is an outdoor ramp, the height in inches determines length in feet. This is why you often see switchbacks with a wide area for a wheelchair to turn.

Check your local building codes too. Up here (small town in MA), there is a rule about 1" to x feet where it is 1" in height to x feet in length. I cannot recall the number of feet required.
